REPORT FROM THE COMMISSION TO THE EUROPEAN PARLIAMENT, THE COUNCIL AND THE COURT OF AUDITORS 2019 Annual Management and Performance Report for the EU budget
1. In the Annual Management and Performance Report for the EU Budget (the report) the Commission describes the ways that the EU Budget contributed to achieving the Union’s goals in 2019. It reflects the Commission’s focus on both the performance of the EU Budget and on sound financial management.
2. The report is part of the EU Budget Integrated Financial Reporting Package 2019. This is the means by which the Commission contributes to the annual discharge process and provides detailed information on revenue, expenditure, management and performance of the EU budget. The ‘discharge’ process is the means by which the Commission is discharged of its responsibility for implementing annual EU budgets. A range of reports on financial management form the Integrated Financial Reporting Package and are examined by both the Council and the European Parliament. The Council then makes a recommendation to the Parliament on whether discharge should be given, and the Parliament makes the final decision on whether to grant discharge.
3. Section 1 of this report summarises the EU budget’s performance, based on the most recent evidence of the results achieved up to the end 2019. For each of the budget Headings, the report gives implementation information on the progress of the 2014-2020 Multiannual Financial Framework (MFF) programmes.
