REPORT FROM THE COMMISSION TO THE EUROPEAN PARLIAMENT AND THE COUNCIL Results of the interim evaluation of the ISA² programme
1. The ISA² programme (interoperability solutions for public administrations, businesses and citizens) supports the development of digital solutions that enable public administrations, businesses and citizens in Europe to benefit from interoperable cross-border and cross-sector public services. Digital interoperability refers to communication between devices, networks or services, so that they can work effectively with each other. This is achieved through common elements such as vocabulary, concepts, principles, guidelines, recommendations, standards, specifications and practices.
2. As part of its legal obligations under the ISA² Decision (EU) 2015/2240, the European Commission conducted a mid-term evaluation of the ISA² programme. This was performed by Brussels think tank CEPS (Centre for European Policy Studies) according to standardised criteria. As part of the interim evaluation study, a number of consultation activities were carried out, in line with the Commission’s Better Regulation agenda. The result was published in the form of a report to the European Parliament and the Council of the EU on 23rd September 2019.
3. It concludes that the ISA² programme has been performing well so far in all evaluation criteria (relevance, effectiveness, efficiency, coherence, EU added value, utility and sustainability), while still pointing out specific issues. It reiterates that the objectives pursued by ISA² are still pertinent, and the results achieved to date are aligned with these objectives.
4. The report also identifies three areas for possible improvement:
•Awareness-raising beyond national administrations
The interim evaluation found that more awareness raising could be done in regional and local administrations, especially by sharing best practices. Additionally, advisory capabilities should be built around interoperability;
