REPORT FROM THE COMMISSION TO THE EUROPEAN PARLIAMENT AND THE COUNCIL pursuant to Article 14(3) of Regulation (EU) 2019/880 of the European Parliament and of the Council of 17 April 2019 on the introduction and the import of cultural goods
This document is the Commission’s first annual report on its progress in adopting the implementing provisions and developing the electronic system required to enable the implementation and operation of Regulation (EU) 2019/880 on the introduction and the import of cultural goods.
The Regulation, which was formally adopted by the Council and the European Parliament in June 2019, establishes a new EU-wide regime for the import of cultural goods from non-EU countries. It aims to protect cultural goods from trafficking and illicit trade and, in particular, from being used to finance terrorism. It will require importers of a wide range of cultural goods to provide evidence that the goods have not been unlawfully exported from another country, either by obtaining an import licence or by submitting an importer statement depending on the category of goods, before the goods are imported into the EU customs territory. It also requires the Commission to establish an EU-wide electronic system to facilitate the operation of this new import regime. The requirement for importers to obtain an import licence or submit an importer statement will apply from the date on which the electronic system is operational, which must be by 28 June 2025 at the latest. Article 14(3) requires the Commission to present an annual report to the European Parliament and the Council on its progress in adopting the implementing provisions and establishing the electronic system.
The Commission’s first annual report sets out what is, in effect, the Commission’s project plan for adopting the implementing provisions and establishing the electronic system. It identifies the objectives to be achieved and the links with other existing EU systems, especially the EU Single Window Environment for Customs and the EU-CSW-CERTEX IT system. It describes the phases of the development process and includes (Annex II) an overview of the timeline together with key milestones
