This report proposes to extend the period in which the Commission can make delegated acts in respect of certain Annexes to Directive 2013/30/EU on the safety of offshore oil and gas operations (The Offshore Safety Directive). The original Directive aims to reduce as far as possible the occurrence of major accidents, and consequential major environmental incidents, related to offshore oil and gas operations, and to limit their consequences.
In this report, the Commission is proposing an extension of 5 years to the period in which they can make delegated acts to adapt, but not make substantial changes, to:
• Annex I (information to be included in documents submitted to the competent authority);
• Annex II (information to be included in reports on well allocations);
• Annex VI (information relating to priorities for cooperation between operators and owners and competent authorities); or
• Annex VII (information to be provided in external emergency response plans),
of the Offshore Safety Directive (OSD).
The report makes clear that no amendments have been made to date using these powers, and it does not mention any particular plans to do so. It says that the Commission sees the need to extend the period in which it can make such changes in view of additional information which may become necessary in light of technical progress in the offshore sector and the limited time that has passed since the Offshore Safety Directive came into effect - particularly because of the transitional arrangements. The Directive’s implementation date was 19 July 2015; however, transitional arrangements mean that certain installations have until 19 July 2018 to comply.
