REPORT FROM THE COMMISSION TO THE EUROPEAN PARLIAMENT AND THE COUNCIL Implementation of the third Programme of Union action in the field of health in 2016
1. The European Commission has submitted to the European Parliament and Council a report on the second year, in 2016, of implementing the Third Health Programme established by Regulation 282/2014. Under Article 13 of the Regulation, the Commission is required to report against progress of all actions funded through the Programme.
2. The Third Health Programme, adopted at the end of May 2014, had a total budget of EUR 449 400 000. From this, in 2016, a budget of EUR 62 160 000 was made available to carry out the annual work plan; from which EURO 56 695 888 was committed. The Programme has four specific objectives:
a. to promote health, prevent diseases and foster supportive environments for healthy lifestyles taking into account the ‘health in all policies’ principle;
b. to protect Union citizens from serious cross-border health threats (aimed to help implement EU law i.e. Directive 2011/24/EU);
c. to contribute to innovative, efficient and sustainable health systems; and
d. to facilitate access to better and safer healthcare for Union citizens.
3. In 2016, the priority health topics was the setting up and supporting the European Reference Networks (ERNs) and a strong focus on objective 1 (2a above) to address key lifestyle factors such as alcohol, tobacco and drugs, chronic disease management, and health related issues concerning migrants’ and refugees’ health. The latter was in response to the migrant crisis in Europe, following the report of this pressure on Member States in 2015.
