REPORT FROM THE COMMISSION TO THE EUROPEAN PARLIAMENT AND THE COUNCIL Implementation of Directive 2010/40/EU of the European Parliament and of the Council of 7 July 2010 on the framework for the deployment of Intelligent Transport Systems in the field of road transport and for interfaces with other modes of transport (Text with EEA relevance)
1. The EU Intelligent Transport Systems (ITS) Directive 2010/40/EU places an obligation on the European Commission to submit a report to the European Parliament and to the Council every three years on the progress made on the implementation of the Directive. The Commission’s document is the second such report; the first report was published in 2014.
2. The ITS Directive establishes a legal framework to accelerate the coordinated and interoperable deployment and use of ITS across the EU This framework provides for the European Commission to adopt specifications for actions within four priority areas of the Directive, starting with six actions defined in Article 3 of the Directive, and empowered the Commission to adopt specifications through delegated acts until 27 August 2017. A subsequent Council Decision (EU) 2017/2380 amended the Directive to enable the European Commission to adopt delegated acts for ITS Directive actions, other than those within the four priority areas, for a further five year period from 27 August 2017.
