1. The European Commission publishes an annual report on trade defence actions taken by the European Union (EU) against third countries. The purpose of the report is to provide the Council and the European Parliament with an overview of the EU legislation in force with regard to trade defence instruments (including safeguards) and any developments in trade defence policy.
2. The Commission recently published its 35th report, which summarises the trade defence actions taken by the EU in 2016. The purpose of this Explanatory Memorandum is to summarise the key changes in the trade defence actions taken by the EU in 2016, when compared with the actions taken in 2015.
3. With regard to anti-dumping and anti-subsidy, the year 2016 saw a slight increase in the number of new cases (15 cases) initiated when compared to the previous year. In 2016 the number of provisional measures imposed remained stable, while the number of definitive measures imposed dropped. The number of investigations terminated without measures increased significantly (8 in 2016 compared to 3 in 2015).
