REPORT FROM THE COMMISSION TO THE COUNCIL on the implementation of Regulation (EU) 2016/369 on the provision of emergency support within the Union

This document is a report from the Commission to the European Council on the key impacts to date of Regulation (EU) 2016/369 on the provision of emergency support within the Union, adopted in March 2016 in recognition of the pressure caused by the movement of Syrian refugees along the Eastern Mediterranean route into Greece. The Regulation created a new EU financial instrument (the Emergency Support Instrument – ESI) to provide humanitarian support to people within the Union in the event of a disaster, where: (a) its exceptional scale and impact gives rise to severe humanitarian consequences in one or more Member States; and (b) where no other EU instrument available to Member States and the Union is sufficient to address these consequences. To date, only Greece has been in receipt of funding, recognising its unique position in processing over 62,000 displaced persons.
