Recommendation for a COUNCIL DECISION to authorise the Commission to open negotiations on behalf of the European Union for the conclusion of a Sustainable Fisheries Partnership Agreement and a protocol with the Republic of Seychelles
1. This is a proposal (10454/19) for a Council Decision authorising the Commission to open negotiations on behalf of the EU for the conclusion of a new Sustainable Fisheries Partnership Agreement (SFPA) between the EU and Seychelles. The proposal states that negotiations shall be conducted on the basis of the negotiating directives set out in the Annex to this Decision (10454/19 ADD1). Those documents are accompanied by an executive summary of an evaluation of the SFPA to date and evaluation of renewing the SFPA carried out by an independent evaluator (10454/19 ADD3), and those evaluations themselves (10454/19 ADD 2).
2. The current SFPA with Seychelles provides fishing opportunities targeting migratory tuna for EU vessels from 4 Member States (Spain, France, Italy and Portugal). We expect these interests to form the basis of any future agreement.
3. The present arrangement between the EU and Seychelles came into force on 2 November 2007, was renewed on 2 November 2011 and will expire on 1 November 2019. The UK has no fishing interest in this agreement.
