Proposal for a DECISION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL on a General Union Environment Action Programme to 2030
1. The Commission document sets out a Proposal for a Decision of the European Parliament and the Council on a new Environment Action Programme (EAP) to 2030, the 8th EAP. This covers a programme of EU work to 2030, which aims to accelerate the transition to a resource-efficient and regenerative economy and support the long-term goal of being a climate neutral continent by 2050.
2. Environment and climate policy are areas of shared competence and decentralised policy in the EU. Therefore, the EU’s EAPs provide strategic guidance and look to ensure coordinated action for environment and climate policy across Member States. The 8th EAP will replace the 7th EAP, which expires on 31st December 2020. The delivery of the EAP will be a shared responsibility of the EU institutions and the Member States.
3. The Proposal sets out the context of the 8th EAP sitting alongside workstreams such as the European Green Deal; details the 8th EAP priority objectives; and outlines the proposed programme of work including the establishment of an enabling framework for monitoring and reporting progress on objectives.
