Proposal for a COUNCIL REGULATION on amending Council Regulation (EU) 2018/1977 opening and providing for the management of autonomous Union tariff quotas for certain fishery products for the period 2019-2020

1. Over the past 20 years the EU has become increasingly dependent on imports of certain fishery products to meet demand from consumers and processors. At present the EU’s fisheries and aquaculture production covers only 46% of its needs. As such a system of autonomous tariff quotas (ATQs) for fisheries products has been in operation specifically designed to cover species where there is a shortage of supply in the EU. These autonomous trade measures are designed mainly to enable the EU fish processing industry to import non-EU countries’ raw materials for further processing at reduced duties or duty-free. Council Regulation No. 2018/1977 opened EU ATQs for 2019-2020.

2. Following the adoption of Council Regulation No 2018/1977 some EU processors and a Member State informed the Commission that as CN code 1604 32 00 (caviar substitute) had been deleted from the new ATQ Regulation, processors could no longer import processed hard fish roes falling under that specific CN code as they had done under the previous regulation.
