1. This is the European Commission’s second in-year amendment proposal concerning fishing opportunities for 2017, as set out in Regulation (EU) No 2017/127 that was agreed at the 2016 December Agriculture and Fisheries Council.
2. The Commission has brought forward proposals to amend the total allowable catch (TAC) and quota regulation setting fishing opportunities for 2017 for a number of stocks.
3. For this year’s sea bass measures, only vessels that have recorded catches of bass over the period from 1 July 2015 to 30 September 2016 qualify for the derogations from a general prohibition on fishing for bass – allowing restricted levels of bass catch or by-catch using hook and lines or fixed gillnets. As the bass catch or by-catch eligibility is linked to the specific vessel, the Commission proposal offers a clarification that if the vessel is replaced, the related bass catch eligibility may be transferred to the replacement vessel, while ensuring the number of Union fishing vessels that qualify for the derogations and their overall fishing capacity do not increase.
