Proposal for a COUNCIL DECISION on the submission, on behalf of the European Union, of proposals to amend Annex IV to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal with a view to the 15th meeting of the Conference of the Parties, and on the position of the European Union on proposals by other Parties to amend Annex IV and other annexes
1. This is a proposal for a Council decision to establish the European Union position, on proposals to amend Annex IV to the Basel Convention, in preparation for the 15th meeting of the Conference of the Parties to the Basel Convention on the control of transboundary movements of hazardous wastes and their disposal (CoP-15). The Conference of the Parties is scheduled to take place on 19-30 July 2021. This proposal covers the negotiating position of the European Union on potential amendments to Annex IV.
2. The Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal is an international agreement designed to protect human health and the environment from the adverse effects of movements of hazardous wastes. The UK ratified the Basel Convention in 1994 and the provisions of the Convention are implemented in the UK through the directly applicable EU Waste Shipments Regulation (WSR) and the UK Transfrontier Shipments of Waste Regulations. The Basel Convention provides a global control mechanism for moving waste which is based on prior notification and consent from the importing and exporting countries prior to shipment.
