Proposal for a COUNCIL DECISION on the signing, on behalf of the Union, and the provisional application of the Sustainable Fisheries Partnership Agreement and its Implementing Protocol (2020-2026) between the European Union and the Republic of Seychelles

1. These proposals relate to the signing and conclusion of a Sustainable Fisheries Partnership Agreement (“SFPA”) and its Implementing Protocol between the EU and the Republic of Seychelles (“Seychelles”).

2. The current Fisheries Partnership Agreement (FPA) between the EU and Seychelles entered into force on 2 November 2007 for a duration of six years. The agreement is tacitly renewable, and is therefore still in force. The current 6-year Protocol to the FPA entered into application on 18 January 2014 and will expire on 17 January 2020.

3. The protocol aims to provide an updated framework, which takes into account the priorities of the reformed Common Fisheries Policy and the continuation and reinforcement of the strategic fisheries partnership between the EU and Seychelles. The protocol grants fishing opportunities to EU vessels (from France, Spain, Portugal and Italy) in the Seychelles fishing zone which are in accordance with the best available scientific advice, including the resolutions and recommendations of the Indian Ocean Tuna Commission (IOTC). It also aims to promote a sustainable fisheries policy through enhanced cooperation between the two parties.
