Proposal for a COUNCIL DECISION on the signing, on behalf of the Union, and provisional application of the Protocol on the implementation of the Fisheries Partnership Agreement between the European Community and the Republic of Guinea-Bissau (2019-2024)
1. These proposals relate to the signing and provisional application, conclusion and implementation of a newly negotiated fisheries protocol between the EU and the Republic of Guinea Bissau, which sets out the fishing opportunities and financial contribution provided for in the Fisheries Partnership Agreement between the EU and Guinea Bissau (the Agreement), which forms part of the tuna network fisheries agreements in West Africa. Fishing opportunities under the Agreement are allocated to Spain, Portugal and France, Greece, Italy, Lithuania, Latvia and Poland.
2. The most recent protocol between the EU and Guinea Bissau expired in November 2017. The new protocol will provide EU vessels with access to Guinea Bissau’s exclusive economic zone for the purposes of targeting tuna, shrimp, demersal species and small pelagic species, the last of which is a new opportunity not previously catered for under the previous protocol.
3. The Parliamentary scrutiny history relevant to this proposal is contained in the attached Annex A.
4. Responsibility lies with the Secretary of State for Environment, Food and Rural Affairs, Scottish Ministers, Welsh Ministers and Northern Ireland.
