Proposal for a COUNCIL DECISION on the position to be taken on behalf of the European Union in the Council of the International Civil Aviation Organization, in respect of the adoption of Amendments to a number of Annexes to the Chicago Convention
1. This proposal concerns the proposed European Union position ahead of the 219th session of the ICAO Council starting on 2 March 2020, in respect of proposed amendments to a number international aviation Standards and Recommended Practices (SARPs) as set by the International Civil Aviation Organisation (ICAO) in Annexes to the Chicago Convention.
2. The 36-member ICAO Council is the body responsible for the adoption of SARPs for aviation, which must then be implemented by all of ICAO’s 193 Contracting States. The ICAO Council includes 7 EU Member States (the UK is also an ICAO Council member). The Annexes that are being amended cover aviation safety, aviation security and the environment.
3. The global aviation standards established by ICAO are regularly updated to reflect the latest thinking on the management of risk and to take advantage of advances in technology and best practice.
