Proposal for a COUNCIL DECISION on the position to be taken on behalf of the European Union in the written procedure to be launched by the Committee of Technical Experts of the Intergovernmental Organisation for International Carriage by Rail (OTIF) for the adoption of modifications to NVR and UTP TAF

1. The Intergovernmental Organisation for International Carriage by Rail (OTIF) is dedicated to international rail transport which develops unified railway law to connect Europe, Asia and Africa. OTIF’s basic legal instrument is the Convention on International Carriage by Rail (COTIF). The principal aim of COTIF is to establish a uniform system of law for the carriage of passengers, luggage and goods in order to facilitate the continuing development of international rail traffic. It deals with the movement of passengers and goods by rail across national borders and the conditions under which the transit takes place.

2. The proposed Council Decision will establish the position the EU will take in the written procedure to be launched by the Committee of Technical Experts (CTE) of OTIF for the adoption of modifications to Rolling Stock Vehicle Registers (NVR) and to Annex 1 to the OTIF Uniform Technical Prescriptions Telematics applications for freight services (UTP TAF). The proposed position is that the EU should vote in favour of the changes.

Modification of the NVR specifications

3. The CTE proposes to modify the Rolling Stock Vehicle Registers in order to maintain equivalence with Commission Implementing Decision (EU) 2018/1614 which provides for updated specifications of EU national vehicle registers and specifications of the European Vehicle Register (EVR) in the context of the technical pillar of the fourth railway package. The EVR will replace EU national vehicle registers from 2021. In summary, the proposed modifications are:
