Proposal for a COUNCIL DECISION on the position to be taken on behalf of the European Union at the 26th session of the OTIF Revision Committee as regards certain amendments to the Convention concerning International Carriage by Rail (COTIF) and to the Appendixes thereto
The Intergovernmental Organisation for International Carriage by Rail (OTIF) is an intergovernmental organisation dedicated to international rail transport, which develops unified railway law to connect Europe, Asia and Africa. Its basic legal instrument is the Convention on International Carriage by Rail (COTIF). The principal aim of COTIF is to establish a uniform system of law for the carriage of passengers, luggage and goods in order to facilitate the continuing development of international rail traffic. It deals with the movement of passengers and goods by rail across national borders and the conditions under which the transit takes place. The UK acceded to COTIF in the 1950s and the latest iteration was introduced in 1999.
2. The OTIF Revision Committee is convened by the Secretary General and is responsible for amending COTIF and some of its Appendices. The Revision Committee takes decisions on proposals to amend contracts of international carriage of passengers by rail, goods and contracts of use of wagons and infrastructure in international traffic (Appendices A, B, D and E).
3. The proposed Council Decision will establish the position of the European Union (EU) on proposed amendments to the in advance of the forthcoming meeting of the Revision Committee on 27 February - 1 March 2018.
