Proposal for a COUNCIL DECISION on the conclusion, on behalf of the European Union, of the Partnership and Cooperation Agreement between the European Union and its Member States, of the one part, and the Republic of Singapore, of the other part
1. The attached Council Decision on conclusion of the EU-Singapore Partnership and Cooperation Agreement (PCA) empowers the President of the Council to designate the person(s) empowered to proceed on behalf of the Union to express consent of the Union to be bound by the PCA.
2. Following the adoption of the Council Decision on the signing of the PCA on 16 July 2018, the PCA was signed in Brussels on 19 October 2018.
3. The proposed Council Decision on conclusion will only be formally adopted by the Council once all MS have ratified the PCA and the EP has provided its consent. The Council is being asked to agree the draft Council Decision on conclusion at this stage in order to transmit the PCA to the EP for consent.
4. The PCA is complemented by a Free Trade Agreement (FTA) and an Investment Protection Agreement (IPA). Explanatory Memorandum submitted by the Department for International Trade (DIT) on 3 May 2018 concerning EU Documents 7966/18 (signing) and 7967/18 (conclusion) relates.
