Proposal for a COUNCIL DECISION on the adoption of the 2020-2023 high flux reactor supplementary research programme at Petten to be implemented by the Joint Research Centre for the European Atomic Energy Community

1. This document is provided by the Commission for decision and describes the research programme proposal for period 2020-2023 of the High Flux Reactor, located in Petten in the Netherlands.
2. The High Flux Reactor (HFR) at Petten is owned by the Institute for Energy (IE) of the Joint Research Centre (JRC) of the European Commission (EC). Its operation has been entrusted since 1962 to the Netherlands Energy Research Foundation Nuclear Research and consultancy Group (NRG). Since February 2005, NRG became also the licence holder of the HFR.
3. The HFR is one of the worlds’ better known multi-purpose research and test reactors. Since 1963, it has offered a full, integrated suite of irradiation and post-irradiation examination services as needed by current and future Research & Development (R&D) for nuclear energy, industry and research organisations.
4. The HFR is particularly suited for fuel, materials and components testing. In addition, it provides services such as processing materials with neutrons and gamma rays (e.g. silicon doping), research with neutrons and inspection services are employed by industry and research, such as activation analysis, boron neutron capture therapy, neutron radiography and neutron diffraction.
