Proposal for a COUNCIL DECISION establishing the position to be taken on behalf of the European Union within the Joint Committee set up under the Agreement between the European Union and the Republic of Armenia on the facilitation of the issuance of visas, with regard to the adoption of common guidelines for the implementation of the Agreement Add 1: Annex to the proposal
1. This Explanatory Memorandum (EM) relates to a proposal from the Commission to adopt common guidelines for the implementation of the Agreement between the European Community and the Republic of Armenia on the facilitation of the issuance of visas. The guidelines are intended to explain in detail the provisions of the Agreement, so that it is properly and consistently implemented.
2. The Agreement between the EU and Armenia facilitating the issuing of visas for an intended stay of no more than 90 days in any 180-day period entered into force on 1 January 2014. The purpose of the Agreement is to simplify the procedure for issuing visas to Armenian citizens, on the basis of reciprocity. The Agreement sets out legally binding rights and obligations. These Guidelines, agreed on 15 June 2016, are not part of the Agreement and are not legally binding. Their aim is to ensure a harmonised implementation of the provisions of the Agreement by Schengen Member States. Ireland and the United Kingdom are not part of Schengen and will not be required to implement the agreement or guidelines.
