Proposal for a COUNCIL DECISION concerning the membership of the EU in the International Rubber Study Group (IRSG)
The International Rubber Study Group (IRSG) which is headquartered in Singapore was established as an inter-governmental organisation in 1944. The IRSG covers all aspects of the world rubber industry, including marketing, shipping, distribution and trade in raw material as well as the manufacture and sale of rubber products (including in tyres and other general rubber goods). The IRSG provides a forum for discussion on matters affecting the supply and demand of synthetic and natural rubber. Its aim is to bring together rubber producing and consuming stakeholders comprising both industry and country members (including the European Union as a single entity). The European Community (EC) originally became a member of the IRSG as of 22 July 2002 (Council Decision 2002/651/EC). The EU subsequently became a single country member on 1 July 2011. This procedural detail is covered in Council Decision 2011/664/EU of 12 September 2011 on the signing and provisional application of IRSG’s amended Constitution and Rules of Procedure and also by Council Decision 2012/283/EU of 24 April 2012 on the conclusion of the amendments.
