JOINT COMMUNICATION TO THE EUROPEAN PARLIAMENT AND THE COUNCIL for a renewed impetus of the Africa-EU Partnership
1. The 5th EU-Africa summit is due to take place in Abidjan in November 2017, providing both parties with an opportunity to shape their future relationship and areas of cooperation. The joint communiqué from the High Representative and the Commission seeks to set a framework for a renewed relationship, with a view to addressing Africa’s security, migration, and development challenges and creating a more stable continent. The proposed framework is based on objectives of mutual partnership, security, and sustainable and inclusive economic growth, building on the 2063 Agenda as set by the Africa Union. It also recognises that the EU and Africa will both benefit from addressing issues that are currently holding Africa back, especially in the areas of conflict, organised crime, and migration. Moreover, the communiqué rightly focuses on Africa’s youth, who can be the economic motor of the continent, providing long term development. The communiqué proposes a number of flagship initiatives that would deliver these objectives.
