REPORT FROM THE COMMISSION TO THE EUROPEAN PARLIAMENT AND THE COUNCIL on the evaluation of Europeana and the way forward
. Europeana is a digital platform for cultural heritage, funded by the European Commission under the Connecting Europe Facility (Telecoms). The report outlines the results of the independent evaluation of Europeana as a European cultural and digital innovation project, ten years after the project’s founding.
2. The report sets out the results of the independent evaluation of Europeana requested by the Council Conclusions of 31 May 2016 on the role of Europeana for the digital access, visibility and use of European cultural heritage, and the Commission’s vision of the way forward for Europeana. The Commission therefore carried out an evaluation of Europeana against the five mandatory criteria of the Better Regulation Guidelines of the Commission. These criteria are:

3. The report states that the relevance of Europeana is high in terms of EU policies and priorities for the online accessibility and dissemination of European cultural heritage, and that while it has exceeded its objectives in terms of the quantity of items on Europeana, currently over 58 million, the quality of the content and metadata needs to be improved.
