Court of Auditors Special Report no: 31: Animal welfare in the EU: closing the gap between ambitious goals and practical implementation.

1. This European Court of Auditors (ECA) Special Report, published on 14 November 2018, examines the actions taken by the Commission and Member States to improve the welfare of farmed animals following the launch of the EU’s animal welfare strategy: 2012-2015 . The audit focused on two key objectives of the strategy, to improve compliance with European Union (EU) animal welfare legislation on-farm, in transport and at slaughter and to optimise synergies with the Common Agricultural Policy (CAP). The audit sought to answer the question, ‘Have the Commission and the Member States’ actions contributed effectively to achieving the EU animal welfare objectives?’

2. The ECA carried out audit work from September 2017 to June 2018 and covered the period from 2012 to early 2018. They visited five Member States - Germany, France, Italy, Poland and Romania and looked at how they had implemented animal welfare legislation, and examined their official inspections, for checking cross-compliance and for the implementation of the rural development programmes.
