Court of Auditors Opinion No 2/2017 on a proposal for amending the Financial Regulation applicable to the budget of the European Schools
1. The European Court of Auditors (the Court) issued its opinion on a Proposal from the Secretary-General of the European Schools to revise the Financial Regulation applicable to the budget of the European Schools.
2. The Secretary-General’s Proposal aims to address numerous weaknesses in financial management including the internal control architecture by centralising the function of the authorising officer and a new centralised function of the accounting officer. The Court has recognised that the European Schools have implemented most of the recommendations contained in its Opinion no 4/2014. Since 2 December 2016, the Office of the Secretary-General of the European Schools has informally sent to the Court two updated versions of the Proposal for further consideration.
3. The Court’s opinion was that new Financial Regulation would only tackle these weaknesses successfully if financial management were improved at the individual schools level. The Court also recommended that the financial rules should be reviewed every three years, and aligned with the Financial Regulation applicable to the general budget of the European Union.
