Council Decision in support of gender mainstreamed policies, programme and actions in the fight against small arms trafficking and misuse, in line with the Women, Peace and Security agenda

1. The EU wishes to finance a three-year project in support of gender-mainstreamed policies, programmes and actions in the fight against small arms trafficking and misuse, in line with the Women, Peace and Security agenda. The draft Council Decision is likely to be adopted by the AGRIFISH Council in December 2018.

2. This is a global project to strengthen implementation of the UN Programme of Action to prevent, combat and eradicate the illicit trade in small arms and light weapons - SALW (UNPOA) and the International Tracing Instrument (ITI). It specifically addresses the gender-related action points identified in the Outcome Document of the UNPOA Third Review Conference in June 2018 that relate to strengthening the participation of women in UNPOA implementation processes and addressing the negative impacts of the illicit trade in SALW on the lives of men, women, girls and boys.

3. The project responds to the increasing requests to the UN system from Member States seeking advice on the practical application of gender mainstreaming in SALW control policies and programmes at the national, regional and global levels. It aims to provide legislative and technical assistance to arms control and law enforcement authorities and promote systemic gender analysis as a contribution to the broader international policy on gender equality and women’s empowerment.

4. Countering weapons proliferation is one of the Government’s top priorities. It features prominently in the National Security Strategy and the Strategic Defence and Security Review 2015, and is one of the FCO’s Strategic Objectives – to ‘safeguard our national security by countering terrorism, extremism, weapons proliferation and other state and non-state threat in cooperation with allies and partners.’
