COUNCIL DECISION (CFSP) 2020/979 of 7 July 2020 in support of the development of an internationally recognised system for the validation of arms and ammunition management according to open international standards
1. The EU will finance a two-year project in support of the development of a new, internationally recognised system for the validation of arms and ammunition management according to current internationally agreed standards and guidance. The scope of the project is to establish a detailed plan for the potential future development of an Arms and Ammunition Management Validation System (AAMVS).
2. This project will be completed in two phases; the second phase shall only be undertaken if agreed through a Decision by the Council, based on the outcomes of the work completed during the first phase. The first phase will conduct a detailed feasibility study. If implemented, the second phase will produce a detailed concept note for the future development of the AAMVS.
3. The goal of the AAMVS is to enhance the safety and security of small arms and light weapons (SALW) and ammunition stockpiles in non-EU countries. This will be achieved through the creation of an internationally recognised system for the independent validation and certification of compliance with existing international standards on the management of SALW and ammunition stockpiles.
