COUNCIL DECISION (CFSP) 2019/2110 of 9 December 2019 on the European Union CSDP Advisory Mission in the Central African Republic (EUAM RCA)
1. COUNCIL DECISION (CFSP) 2019/2110 of 9 December 2019 on the European Union CSDP Advisory Mission in the Central African Republic (EUAM RCA) seeks to establish a civilian CSDP advisory mission, EUAM RCA, in the Central African Republic (CAR). On 15 October 2018, the Council expressed its readiness for the European Union (EU) to continue working, through its various instruments, to help CAR get back on the road to stability, peace and development. The EU’s offer was positively received by CAR, who wrote to the High Representative of the Union for Foreign Affairs and Security Policy on 12 July 2019 to request the deployment of a civilian mission to support progress on Security Sector Reform and to contribute to the reorganisation and deployment of the country's Internal Security Forces (ISF).
2. The mission strategic objectives include supporting rule-based governance and management capacities within the CAR Ministry of Interior (MOI) and assisting in developing an integrated support to the ISF through close coordination and complementarity of efforts with the EU Delegation, the EU Training Mission, United Nations Multidimensional Integrated Stabilization Mission (MINUSCA), UN Police and other relevant international actors on the ground. In addition, EUAM RCA will promote the implementation of international humanitarian law and human rights, as well as the protection of civilians, gender equality and the prohibition of discrimination based notably on ethnic origin or religious belief by the ISF.
