Council Decision (CFSP) 2019/1596 of 26 September 2019 amending Council Decision (CFSP) 2017/2074 concerning restrictive measures in view of the situation in Venezuela (the “2019 Council Decision”) Council Implementing Regulation (EU) 2019/1586 of 26 September 2019 implementing Regulation (EU) 2017/2063 concerning restrictive measures in view of the situation in Venezuela (the “2019 Council Implementing Regulation”)
1. The 2019 Council Decision amends Council Decision (CFSP) 2017/2074, and the 2019 Council Implementing Regulation implements Regulation (EU) 2017/2063 to apply an asset freeze and travel ban, respectively, on a further seven individuals.
2. An explanatory memorandum on this issue was last submitted for Parliamentary scrutiny on 25 October 2018. The House of Lords EU Select Committee cleared the item on 30 October 2018 at the Chairman’s sift. The House of Commons European Scrutiny Committee cleared the item as “not legally or politically important” on 31 October 2018 (ESC 40149 & 40150, 42nd Report, Session 2017-19).
3. The Secretary of State for Foreign and Commonwealth Affairs is the Minister with overall responsibility for UK policy on the EU’s Common Foreign and Security Policy.
INTEREST OF THE DEVOLVED ADMINISTRATIONS
4. The UK’s Foreign Affairs policy is a reserved matter under the UK’s devolution settlements and no devolved administration interests arise. The devolved administrations have therefore not been consulted in the preparation of this EM.
