COMMUNICATION FROM THE COMMISSION TO THE EUROPEAN PARLIAMENT, THE COUNCIL, THE EUROPEAN ECONOMIC AND SOCIAL COMMITTEE AND THE COMMITTEE OF THE REGIONS United in delivering the Energy Union and Climate Action - Setting the foundations for a successful clean energy transition

1. In December 2018 the EU adopted a new Regulation on the Governance of the Energy Union and Climate Action (the Governance Regulation), establishing an integrated planning, reporting and assessment framework for achieving the EU’s collective objectives on energy and climate. Under the Governance Regulation, Member States were required to submit draft National Energy and Climate Plans (NECPs) to the Commission by 31 December 2018, with the final NECPs to be submitted by 31 December 2019. In parallel with the draft NECPs, Member States also submitted National Forestry Accounting Plans (NFAPs).

2. The NECPs set out Member States’ targets and objectives over a ten-year period to 2030, and national plans and policies to achieve those, across the five dimensions of the Energy Union (decarbonisation, energy efficiency, internal energy market, energy security, and research, innovation and competitiveness). The format of the NECP is prescribed in the Governance Regulation and is broken down into five sections that cover each of the five dimensions of the Energy Union, these are:
a. Framework and process for establishing the plan
b. National objectives, targets and contributions
c. Policies and measures
d. Description of the current situation and reference projections
e. Impact assessments of the policies and measures
