COMMUNICATION FROM THE COMMISSION TO THE EUROPEAN PARLIAMENT, THE COUNCIL, THE EUROPEAN ECONOMIC AND SOCIAL COMMITTEE AND THE COMMITTEE OF THE REGIONS on the Delivery of the European Agenda on Migration
1. The European Agenda on Migration, as an overarching framework for the EU’s response to migration, was published in May 2015. However, its vision was substantially reshaped by the European Agenda on Migration State of Play communication published in February 2016 (13121/15) and a subsequent major review in March 2016 (6056/16) on the need for immediate actions in the Eastern Mediterranean to address the impacts of the Syrian crisis. These subsequent texts have resulted in a delivery framework leading to numerous practical engagements, agreements, legislative proposals, funding changes and operations.
2. At this two year point, the Commission has worked with many stakeholders and EU institutions through a consultation process to review not only the continued viability of the Agenda but also progress on implementation over the last two years. The Commission concludes that the current Agenda remains a viable and relevant framework for a comprehensive EU approach, given that it addresses all aspects of migration based on four areas – irregular migration, border management, asylum policy and legal migration.
