Communication from the Commission to the Council and the European Parliament on the mid-term evaluation of the Programme for exchange, assistance and training for the protection of the euro against counterfeiting ("Pericles 2020" Programme)
1. This Explanatory Memorandum (EM) relates to an evaluation of the Pericles Programme (Pericles 2020). The Pericles Programme is an exchange, assistance and training programme for the protection of the Euro against counterfeiting. It is administered by OLAF (the European anti-fraud office) which protects the financial interests of the European Union on behalf of the Commission and the Member States. The Pericles programme was established by Council Decision 2001/923/EC and extended to those Member States which had not adopted the Euro by Council Decision 2001/924/EC. The Programme was extended in 2006 and again in March 2014 (Pericles 2020) when, in accordance with the provisions in section 8 of the European Union Act 2011, an Act of Parliament was required before a UK Minister could support that Regulation. Provision was contained in section 82 of the Serious Crime Act which came into force when the Act gained Royal Assent on the 3 March 2015.
2. Article 13 (4) of Regulation 331/2014 requires that the Commission shall provide an independent mid-term evaluation on the Pericles Programme to the Commission and the Council by 31 December 2017. This report fulfils that requirement evaluating actions committed or implemented under the Programme during 2014, 2015 and the first semester of 2016, and making a number of recommendations namely encouraging participation by a wider range of countries, improved performance indicators and the continuation of the Programme beyond 2020.
