COMMUNICATION FROM THE COMMISSION Finalising preparations for the withdrawal of the United Kingdom from the European Union on 1 November 2019
1. On 4 September the European Commission published a Communication summarising recent preparations they have taken for a scenario in which the United Kingdom leaves the European Union without a Withdrawal Agreement.
2. The Communication is addressed to the European Parliament, the European Council, the Council, the European Central Bank, the European Economic and Social Committee, the Committee of the Regions and the European Investment Bank.
3. The Communication opens by;
a. noting the decision of the United Kingdom to leave the European Union by invoking Article 50 of the Treaty on European Union and recalls the extension of the Article 50 deadline to 31 October;
b. affirming the Commission’s continued preference of reaching a withdrawal agreement with the UK, before stating that measures taken to address the impacts of no deal are only designed to mitigate the most significant disruptions; and
c. expressing the view that the risk of a no deal exit has increased. To this end, the Commission encourages all actors to prepare accordingly on the assumption that there will not be any further extension to the 31 October deadline.
