COMMISSION STAFF WORKING DOCUMENT EVALUATION of the Entry/Exit scheme in accordance with Article 23(3) of Regulation (EU) No 1380/2013 of the European Parliament and of the Council on the Common Fisheries Policy + Add 1: SWD(2019)312: Executive Summary
1. The purpose of these documents is to evaluate the Entry/Exit scheme set up under the Common Fisheries Policy (CFP). The Entry/Exit scheme aims to align the capacity of the EU fishing fleet with available fishing resources by ensuring that the capacity of a vessel entering the fleet is balanced by the prior withdrawal of a vessel/s with the equivalent capacity. This is to prevent over-fishing.
2. The evaluation of this scheme is required under Article 23, paragraph 3 of Regulation 1380/2013 and specifies that “no later than 30 December 2018, the Commission shall evaluate the Entry/Exit scheme in the light of the evolving relationship between fleet capacity and prospective fishing opportunities, and propose, where appropriate, an amendment to that scheme”.
3. The evaluation covers the period from 2003-2017 and so includes the Entry/Exit schemes introduced under both the previous CFP in 2002 and the current policy developed in 2013. This evaluation does not however address any other EU instruments for managing fishing capacity.
4. As of January 2018, the UK’s current fleet capacity (in terms of both gross tonnage and kilowatts) was at 81% and 84% respectively of the overall capacity ceiling.
