The Consumer Conditions Scoreboard (“the Scoreboard”) is the Commission’s main research tool to track the progress and effect of EU consumer protection legislation, and the behaviour of consumers, across Member States and over time. The Scoreboard is published every other year and, as with the previous edition, this one has a particular focus on the Digital Single Market (DSM) (see Chapter 5 in Part 3 of the Scoreboard).This year the Scoreboard is published across the three documents covered by this Explanatory Memorandum. However the contents read sequentially across the documents as if they were one. The Executive Summary provides a brief description of the rationale for and purpose of the Scoreboard as well as the format adopted, the data sources and three main areas addressed: knowledge and trust; compliance and enforcement; and, complaints and dispute resolution.
